Members provide outreach to small groups of community members through contacts with community-based organizations. Using combined philosophies and practices of the Indian Health Services (IHS) and Community Emergency Response Team (CERT) models, small groups of local people learn from Members the skills necessary to respond as laypeople to accidents and disaster situations until professional help arrives. Members  engage support of area community based organization (CBO) leaders to reach community members. Members and the Program Director apply their knowledge of community needs to each CBO's membership and conduct any needed assessments to determine which aspects of training are most appropriate for emphasis with each citizen group.
